Arkansas Attorney General Rejects Latest Marijuana Ballot Initiative

A proposed marijuana legalization ballot initiative has been rejected by Arkansas Attorney General Leslie Rutledge. The Arkansas Hemp and Cannabis Amendment aims to permit cultivation, distribution, sales, possession, use and manufacturing of marijuana and all associated derived products. It would legalize adult use statewide in a legislature-regulated system.

Robert Reed proposed the amendment, according to the Arkansas Times. Reed has attempted to get legalization initiatives to voters since 2015, but has been rejected in every submittal. In Arkansas, this ballot initiative requires the certification of the Attorney General to move forward.

Rutledge said, “I rejected your proposed ballot title, and I instructed you to redesign the proposed measure and ballot title. For whatever reason, you have no submitted for my approval a popular name and ballot title for essentially the same proposal.”

The process following AG certification is obtaining 85,000 or more valid signatures before July in order to make November’s ballot.

Previous Arkansas Attorney General Dustin McDaniel approved similar legislation in 2014. But, that approval came too late for the campaign to obtain the required number of signatures and have time for them to be certified.

It is not said whether Reed will make changes as requested by Attorney General Rutledge to attempt to gain her approval.
